Historical Environmental Information Retrieval System
HEIRS is an address-indexed proprietary database that was developed, and is maintained, exclusively by OMNICON Environmental Management.
The database was created in the late 1980s, when we realized that all of the historical occupancy information that we were obtaining for individual Phase 1 Environmental Site Assessments would likely be useful in the future for assessments conducted at nearby sites.
The HEIRS database contains historical occupancy information derived from a wide variety of sources, including historical:

county tax roll information

aerial photographs

ground-level photographs

The database is designed to include primarily sites of potential environmental contamination interest (i.e., commercial and industrial occupancies), but also includes sites that serve as historical occupancy markers (which are particularly useful in areas where street addressing has only recently been utilized).

The HEIRS database is used as a tool for rapidly screening properties for potential environmental impacts, and can become the foundation for developing occupancy histories when conducting transaction screens, environmental reviews, and environmental assessments.
Information in the HEIRS database can be accessed by our clients for a nominal fee.
