Historical Environmental Information Retrieval System

HEIRS    is an address-indexed proprietary database that was developed, and is maintained, exclusively by OMNICON Environmental Management.

 

The database was created in the late 1980s, when we realized that all of the historical occupancy information that we were obtaining for individual Phase 1 Environmental Site Assessments would likely be useful in the future for assessments conducted at nearby sites.

 

The HEIRS    database contains historical occupancy information derived from a wide variety of sources, including historical:

 

  • city directories

  • US Post Office rural delivery route instructions

  • fire insurance maps

  • real estate listing maps

  • Oregon Department of Transportation maps

  • county tax roll information

  • aerial photographs

  • ground-level photographs

  • newspaper articles

  • topographical maps

  • city and county development, building permit, and underground tank records

The database is designed to include primarily sites of potential environmental contamination interest (i.e., commercial and industrial occupancies), but also includes sites that serve as historical occupancy markers (which are particularly useful in areas where street addressing has only recently been utilized).

The areas in Oregon that are covered by the HEIRS    database include:

  • Eugene (all)

  • Springfield (all)

  • Veneta (most)

  • Cottage Grove (selected areas)

  • Junction City (primarily downtown area, and areas along and adjacent to Highway 99)

  • Florence (selected areas, primarily along Highways 101 and 126)

  • Oakridge (very limited areas)

  • Creswell (very limited areas)

  • rural Lane County (most areas along primary state highways)

  • Roseburg (selected areas)

  • Medford (selected areas)

  • Corvallis (very limited areas)

  • Albany (selected areas)

  • Harrisburg (selected areas)

  • Coquille (very limited areas)

  • rural Linn and Benton Counties (selected areas)

  • Salem (very limited areas)

  • Portland (very limited areas)

The HEIRS    database is used as a tool for rapidly screening properties for potential environmental impacts, and can become the foundation for developing occupancy histories when conducting transaction screens, environmental reviews, and environmental assessments.

Information in the HEIRS    database can be accessed by our clients for a nominal fee.
